I got the activation code mails. No cards inside. weird

This was a bad gift card experience. They arrived, and then 2 days later an activation code arrived. I could never do anything with them online, so I called the activation number, and supposedly they were activated over the phone. But neither worked. I then spent 10 minutes on hold for the $100 card, and another 5 minutes for the $50 card with nice support ladies in India. One of them registered the card with my name and address telling me it would now work – the other did some magic behind the scenes and said that one was now working. The issue was apparently and overly anxious fraud system. Uh, all I did was activate them?! Of course, when they arrived, I didn’t even recall the deal I did to get them, nor how much they were for, so I had to go through my records and this site to remind myself what deal this was and how much I’d spent otherwise the nice ladies in India won’t help you. lol I don’t think I’ll be buying Visa cards through Kroger again.
What magic did they do? I am dealing with this and no magic is happening.

I don’t think this stacks with the 4x deal.
When I clipped the Kroger 4x Visa/Mastercard on the Kroger site was told:
Coupon Unavailable for Ship
This coupon will now be applied to valid orders. To use the discount today, your order type must not be a ship order. If it doesn’t apply to this order, it’s saved to your card to use another time!
I ordered cards anyway and took the SPRING2, as I PRESUME the worst case scenario is I’ll get 1x points.
Is regular kroger.com codes as grocery? Not looking at GC but looking from other marketplace or ship to home bulk items
I need fuel points, so i ordered 2×100 visa and paid 202.90 since there is a 50 cent per card ship fee. Hope i get 800 points.

I am a little disappointed due to no 4x points for my order, only 2x points.
Only $25/$50/$100, can’t cover fees, and BHN is not coded as grocery.
Online only? Not like a coupon to clip, correct?
