Our Verdict
Discount only applies to base fare, not taxes and fees.

For a random $103 round-trip, $24 of it was the base fare, so EPIC took off $14.96. $76 was taxes/fees, of which $46 was the "Technology Development Charge (Carrier Fee)"
It seems the Technology Development Charge can be waived by purchasing the tickets in person at the airport between certain hours (11AM - 1PM local on Tuesdays)
A ridiculous hassle, but I guess it may be worth it depending on the fee amount if buying multiple tickets
