Both Chase & American Express are offering cardholders additional time to meet minimum spend requirements. Capital One is also offering some cardholders additional time to meet minimum spend requirements, unfortunately this is not being done automatically. Capital One is offering some cardholders that request an extension an extension until December 31st, 2020. One thing to note is that Capital One is stating they need to manually check the minimum spend requirement has been met by this date and the bonus will be manually applied, so this probably means you’re account will have additional eyes on it. Overall this is great news for people that signed up for the $2,000/200,000 points offer earlier this year.

Called and was told cards had to opened between Jan 1 and Mar 30. I, of course, applied on 4/1 and was denied. But i hope they'll extend this again. Maybe I'll try later with a different rep

Interestingly, Capital One have removed all but three low-end cards from their prequalification tool.
Is it necessary to call Capital One to activate the extension? I can't find a way to complete an electronic submission.
I just called for the SPARK 50K/6mo. They said for my account it's already been extended till the end of the year. I also confirmed you need to call in and speak with a CSR to verify there is no other method to validate it. They also said sometimes it's auto-applied to users other cases it's a 1:1 request.
