I don't get any of these offers on my Chase freedom or Ink biz cards. Only shitty useless offers. What should do to change it?

If I pay Amazon CC bill 3x with my Chase checking account, then they'll give me 5,000 points. I happen to pay from an outside institution and also have a chase checking account, fwiw.
They used to have a pretty decent selection of gift cards in store, but I haven’t been in the store by me in over a year...
If you’re lucky, some jcpenneys have amazon kindle gift cards. These are the same as amazon gift cards. My local jcpenney had plenty of them. Had this offer show up on my Chase FF (20%) and Wells Fargo cash wise (15%).
I got 10% on my BofA cards and 15% on P2's cards.
JCP sells gift cards to a small number of retailers, I think I’ve seen Starbucks on there before.
No luck here on my Chase and Boa cards.
