Only some accounts are targeted, mine wasn’t. If yours was please post both the questions and answers in the comments below so I can add it to the post. This is a stable coin so no chance of being worth a lot of money in the future.

Not seeing it either, but I am months behind you. I got targeted for Clover (CLV) today - others saw it in July.
was going to refer someone to coinbase...can they buy $100 of this coin and have that count?
@guest_1291662 For their recurring deposit promo I did USDC and even though I fought them back and forth twice in support they insisted it didn't count. I asked for terms and they provided nothing. Not sure about the referral promo though. When I referred P2 the buy was for BTC and that triggered the bonus immediately.
So maybe it's just cleaner to do BTC. Thanks @guest_1291855
It should. Terms state $100, buy or sell. Your friend just loses ~$4 in fees on each transaction.

Coinbase doesn't charge fees for buying USDC; it's more like just an alternative way to hold your USD balance. I doubt that USDC would count for a referral bonus.
Shows a fee when I preview order... but I didn't submit it.
USDC counts for the Referral bonus and there are no fees.

Data point - I was targeted even though I actively purchase USDC and have the Coinbase debit card. The answers below by SeanK are all correct as well.
Unfortunately I don't appear to be as lucky
USDC is earning 0.15% interest on Coinbase, so in a year that four bucks will be a whopping $4.006.
@guest_1291620 you don't want to use earn on Coinbase. You can get much better returns on BlockFi, Celsius, Voyager, OKCoin, even Gemini has many rates that are better.
Easy, trade it for something else.
