The fine print states that you must be targeted, but I don’t think this is actually enforced and previously people have received the $5 gift card even if they weren’t targeted. If you’re not eligible you should see the following error message:

Our Verdict

Last time this was offered I wasn’t sure if it would work as advertised, I tried it on a non prime account and I was able to successfully get both offers (and I wasn’t targeted) so I don’t see why it wouldn’t work for others. As always, big thanks if you use our affiliate links/codes.
