Our Verdict
I believe this is working for everyone (?). There is a $10 minimum to cashout; I suppose they are hoping that the $5 bonus will encourage people to continue shopping through the portal to reach $10. For those who already have balances with the portal, I guess it’s just a free $5.

Unfortunately, this Mr. Rebates' account is not eligible for the bonus promotion as this email address account did not receive the post card via postal mail.
The bonus promotion was mailed via USPS to specific Mr. Rebates' accounts and the account: pascal was not an eligible account for this promotion.
I've not used the account since 2014, but I did get the $5 bonuses in 2020 and 2021.
Got the same response with a situation similar to yours.
Woohoo. $5 put me over the $10 cashout threshold... $5 from last year's freebie and a couple of bucks from 2021.
Wow, haven't used that site in years...last payout 2018!
Just logged into my old account to discover that they charged me a $2 per year inactivity fee until my balance was $0.

Targeted. I've received the bonus on multiple occasions in the past, but not this year.
Nevermind, I'm in idiot. I logged in on the "not logged in page", but didn't go back to the Holiday Bonus page. You have to login and then go to the Holiday Bonus page ( https://www.mrrebates.com/bonus/ ); refreshing just refreshes the error page instead of taking you to the bonus.
So, I am targeted for it, just like I was last year. DP: It appears I didn't buy anything through Mr. Rebates over the past 2+ years, but I've made a purchase in the past, requested a payout in the past (this doesn't seem to be required), provided my name, mailing address, and a PayPal account, and Mr. Rebates sends out the $5 bonus as they do every year.

For anyone who only has the $5 in Mr. Rebates account, you should totally use this cashback portal going forward, especially for travel/hotel stays. I use them all (TCB, BeFrugal, Rakuten, etc) and this one is by far the best for actually paying out on hotel stays. Yes, they may pay out a little less than the other guys, but I can assure you not having to deal with "Todd" from BeFrugal denying you is absolutely worth it. :)

I still had the $5 from last year waiting so I can finally cash out! Meant to earn $5 last year but this portal is never the top one...
