I always thought it was weird that Air Canada (Aeroplan) did have fuel surcharges. I know BA does it too, but wouldn't you want to eliminate the fuel surcharges for your own flights so that people actually use their miles on you?
I guess it might have been a way to double charge Aeroplan for the miles (e.g sell the miles then charge fuel surcharges)
