Our Verdict
This will only work with a new Fuel Rewards account. Groupon will send you a link to create an account. If you max it out by using 20 gallons in two separate fillups, it’ll end up a savings of $10. Previously, this same offer was up with a limit of one fillup, you can get this Groupon even if you bought the last one, but again, it won’t work on twice on a single Fuel Rewards account.
You can also earn FR credit by shopping at many groceries. And Fuel Rewards now combines with Stop&shop/Giant points as well. T-mobile also offers 25¢ credits some Tuesdays.

Is DoC blog really promoting a deal that only works when people fraudulently sign up for multiple accounts? The comments clearly indicate this.
What are you talking about? We don't "promote" deals, we just publish them and pass on our thoughts. It's up to the reader to decide if it's a good deal for them or not. As Chuck clearly points out this is only for new accounts, nowhere does he recommend signing up for multiple accounts. We try to avoid censoring comments as it's almost impossible to draw the line. As long as a comment isn't spam, racist, homophobic, sexist or otherwise offensive we usually leave it as is. If you have an issue with a specific comment I'd recommend replying to that comment with why you have an issue with it.
Anything you post on your blog is implicitly promoted by your blog. There are plenty of deals that aren't mentioned by any writer here or that are only mentioned in a link to a different blog.
You continue to post a deal that only new users can use, one that offers no value to existing users. The comments, while not vulgar, clearly discuss ways to cheat the program and are also implicitly encouraged because the blog takes no action to discourage those posters or remove those posts.
There'd always new user on DOC or old user have yet to sign up for existing deals. I never sign up for this deal because I was using Esso+ Plenti for most of my gas needed. Since Amex is sunsetting Plenti, posting deals like THIS is useful for me and I am pretty sure for others
How users decide to abuse any particular program really have nothing to do with DOC. You should call out individual who abuse the program I dont see any point to accuse DOC promoting people to cheat.
I agree with you that Chuck didn't encourage people to cheat. However, if I was the writer of the article I would find it upsetting that people are discussing ways to cheat and/or lie in the comments instead of taking part in the actual deal.
Just like DoC puts a disclaimer not to beg for freebies I wouldn't mind having disclaimers added not to discuss unethical schemes.
Or even better, it would be nice if others (including the writers) shamed the people that make these comments instead of asking for more details about the schemes.

I see that "Mash" has never posted except for the 2 comments in this post which makes me think they are a regular reader that posted with a different email address to post these specific criticisms. That is just as fraudulent (and cowardly) as what they accused others of doing.
People like bob are the worst though. He makes some statement about cheating Shell and then never follows up when questioned.

What's in a name? I've used bob in the past when discussing more sensitive posts and then I'll use a random throwaway when the comments don't matter. My post history shouldn't add any value to my thoughts, only the quality of my comments should be considered
I don't see the issue with posting a deal that is only available to new users. Plenty of credit card bonuses (e.g American Express) and bank account bonuses are new users only, should we not post those?

I was wrong to assume that most readers would be unable to take advantage of this deal. I'm are there are constantly new eyes finding this blog.
But I do believe allowing commenters to discuss ways to cheat a program is still implicit tolerance. Would you allow discussion of return fraud to earn a sign up bonus or to take advantage of some sale? Just because it isn't your content doesn't mean you aren't responsible. Consider that websites hosting illegal content must take action despite non-ownership of sad content.
Some guy did mention a scheme regarding I believe Lowe's a while ago in one of the posts here. I called the guy out and mentioned that it seemed like return fraud.
This turned into a back and forth argument where the guy wouldn't admit that it was "return fraud" even though I showed him a link to the definition.
The comments were not removed (as far as I know).
Technically speaking (at least per the Oxford Dictionary), you are correct; anything that they post on their blog can be considered "promotion". HOWEVER, A) nowhere on the site do they say they only post deals for existing users of a specific product/company and, B) there is no implicit encouragement of cheating...that's your interpretation based on your reading of the comments, not the posts. Finally, C) your comments are fraudulent, ill-considered and promote disharmony amongst the folks that value this blog. Following your logic, your comments should deleted and you should be discouraged from exhibiting this behavior again.

@guest_550988 I personally am not comfortable opening multiple accounts for these kinds of deals and I don't do so. I simply wrote the information of the deal. There are probably some new users who took advantage of it, and probably some people who opened a new email address account.

Nice to be able to get the price of shell down a bit more so I can finish off all the gas gift cards I have left from Publix in Florida. I moved to Washington and here shell is 50c per gallon more than Arco.

Shell Fuel Rewards also tracks Hy-Vee's gas rewards program which is unrelated to the Shell Rewards program.
Shell Fuel Rewards Grocery program adds 15 cents off per gallon for each $100.00 spent with a registered MC up to 20 gallons.
Go on any Tuesday for an added 5 cents off per gallon at most Shell stations up to 20 gallons...

He’s probably also adding the Giant Foods and the other loyalty account (shopRite?) bonuses onto each new account. That’s $.50 each. Then $.15 for adding a MC.

that freedom 5 cent is for gold status, whenever you register, you got instant gold status.
Strangely I have been getting 10c off after I clicked on Freedom offer after having already been gold. So it is possible that if you are already gold the freedom linkage takes an additional 5c off though that is not what the terms state. This could also be on account of adding MC to the account which I never use though. It does show 5c expiring end of Feb...so not sure what is going on.

FRN only requires your phone number.
Only one discount of 25 cents per gallon per registered number.
You can do this deal multiple times by creating multiple accounts on Groupon with multiple emails and using multiple phone numbers.
When you click on FRN, the fuel dispenser only asks for your phone number. Enter it, after verification, you get 25 cents off per gallon up to the maximum allowed.
As for Chase 5%, it's a payment method.
It has nothing to do with FRN.
So, you will get the additional 5% from Chase for fuel purchase.
To make it even more slick, go to Kroger, buy the shell prepaid fuel cards, pay using Samsung pay, get 3X fuel points from Kroger, 5% from Chase and then 25 cents off from FRN.
