No but you can use monthly, then switch to yearly after 3 payments.

of course they don't actually offer an $8 plan, its $4.95 (with commercials) or $8.95 without, plus tax?
You'll end up paying $.95 cents a month for the programming. The commercial supported version doesn't qualify. Most Amex offers that are similar don't directly align with the subscription cost (peacock, paramount).
