Paypal sent out an email with Policy Updates. Full info can be found here, I’ll paste much of it below and highlight what looks interesting to me.
- We are expanding our Seller Protection Program to include certain intangible goods and providing the terms and conditions with respect to the coverage of such intangible goods.
- Looks the same as this, not sure what was added (perhaps just making it permanent). In any case, this might help people who sell gift cards.
- We are clarifying that our Seller Protection Program does not cover Unauthorized Transactions initiated in an environment not hosted by PayPal.
- For “Significantly Not as Described” claims under our Seller Protection Program, we are clarifying that the item may not be returned to sellers or sellers may be required to accept the returned item and pay for the return shipping costs.
- We are providing the terms and conditions under which we will automatically enroll eligible charities with PayPal Giving Fund (which relationship will be governed by the Nonprofit User Agreement) with the option to opt-out at any time.
- We are excluding items intended for resale, including single item transactions or transactions that include multiple items, from reimbursement eligibility under our Purchase Protection Program.
- Lots of readers dabble in resale, so it’s worth keeping in mind that resale purchases are no longer eligible for Paypal Purchase Protection. It might still be covered by the credit card, though business credit cards might not have all the same protections as personal cards do, and personal cards usually don’t cover business/resale transactions, technically.
- We are requiring that buyers attempt to resolve their issues directly with sellers prior to filing a claim with us in order to be eligible for reimbursement under our Purchase Protection Program.
- We are requiring that you notify us of any pricing errors or discrepancies within ninety (90) days of having access to your account statement(s) or other account activity information, otherwise we shall have no obligation to make any corrections.
- We are clarifying the fees payable by sellers in relation to transactions processed through QR codes, which will be payable on and from October 1, 2020 (or a later date as determined and offered by us). Prior to this date, transaction fees on QR code payments are temporarily waived to help businesses impacted by COVID-19. Other fees for using the PayPal services may apply.
- We are adding payments made in respect of gold (in physical form or in exchange-traded form) to the list of ineligible items and transactions under our Seller Protection Policy.
- I doubt many people sell gold via Paypal, but worth keeping in mind, nonetheless.

Pay pal protects sellers and craps on buyers. They allow sellers who Guarantee 2 days processing and 5 day shipping then 14 days later they just then ship package and pay pal denied my claim. I erased my account that very second and haven’t looked back.
Like someone else said how is this ok to not have customer service during a pandemic making excuses when there are tons of people who can work from home! A bunch of bs! PayPal policies are starting to really suck and they better watch it because people will start moving on from their practice this is unacceptable and that is bluntly saying that they don’t care about their customers yet they keep raising prices on ridiculous things they make up every few months! Like most greedy companies/corporations they lure you in then start making demands once they feel comfortable enough that they will not miss out on too many subscribers, as if we the people don’t have the power to fire them and move on from greedy people policies. I’m over it
I had my info hacked including email and they got away with a couple thousand of dollars and PayPal done nothing
I was notified buy PayPal that someone was trying to get into my account it’s been years and years since I even open that account I tried to get call customer service on the phone and when I did they ask what bank I open the account with and I haven’t been with that bank for years so because I did not have that information because I close that account they weren’t able to get me access to my account with PayPal so then I finally got a hold of someone with PayPal and because I wasn’t using PayPal at all I was notified that they closed my account I am still receiving emails from them about my PayPal account and I replied I thought you guys close my account isn’t that right I received an email back sending me a link to help myself was seeing if my PayPal account actually has been closed so I try to contact them through email and that’s a run-around they have this part on there that says you can text them but then you have to sign into your account in order to do that I have no information that I can enter to even get into that account they are a bunch of bullshitters

At this point, I am totally disgusted with paypal. PayPal has completely went ghost on their customers and using covid-19 as an excuse. However, they are still accepting transactions. There is absolutely no communication between PP and the customers so beware when you decide to use them as a party method. If there’s a problem with the transaction, you will be left out there on your own. You can’t get anyone on the phone even though other company customer service reps are working from home. But, they are still disapproving disputes with no way to explain. I am seriously looking for an alternative to PP.
I’m also disgusted with PayPal. I want the account close and they tell to do it on line but it’s not working. I can’t get in contact with anyone.
Yeah it’s extraordinarily shady what they’ve been doing lately using COVID19 as an excuse. I’m right there with you. I would advise messaging them through the app though. It’s probably the absolute most crappy way to communicate with them because they are incompetent over chat but at the least it’ll get you in connection with someone. I was trying to call them a week ago they didn’t even have the phone lines on and a pre-recorded message told me so when I tried calling.
Thankfully, now that ebay has their own managed payments, I never have to use paypal again.
I can’t wait until I am eligible to sign up for this. Paypal recently started holding my money until the item is delivered to the customer, which is something I have never experienced before. Does managed payments do this?
I’ve been on ebay a few years and this has always been the standard process, and it makes sense. As a customer, would you want a seller to have your money long before you get your item delivered?

So if you can identify that your customer is a reseller then you can send them an empty box and know that the buyer won’t be able to win a case? smh
No, there’s always the option of chargebacks and other remedies under the Uniform Commercial Code
Depending on the bank, chargebacks can be a pain with paperwork and they aren’t necessarily straightforward if you are mixing business and personal.
