My evaluation of Google Play Points are 2 c/p.
Best use of GPP IMO is redeeming game coupons at 1.5~5 c/p. You can at least redeem GPP at a flat rate of 1 c/p against Google Play digital products like Apps, Games (including In game purchases), Books, Movies, Subscriptions etc.
