Bank of America Unlimited Cash Rewards card (1.5%) with the Preferred Rewards Platinum tier (1.5x cashback) or Platinum Honors tier (1.75x cashback). This allows you to effectively get unlimited 2.625% cashback on everything with no annual fee
If people get to the honors tier, they probably don’t care about the cashback.

Yes, several (Bank of America for example). Alliant has been the go-to 2.5% card for years. No AF/FTF, no residency requirements. You do have to jump through some hoops (monthly deposits into an Alliant checking account with $1000+ average daily balance), but the 2.5% back is limited to $10k/month before dropping to 1.5% back.

Bread Cashback 2% cashback unlimited. No annual fee. it’s an AMEX so not accepted everywhere. I used it everywhere without problems except I can’t normally use it to fund bank accounts.
Alliant Visa Signature WITH $1k AUM with 2.5% up to 10k then 1.5% or Bank of America Unlimited with $100k AUM gets 2.62% back.
