Background
Many people like buying gift cards from Paypal Digital Gifts (PPDG) since these purchases have been working to earn 5x on the Chase INK cards as part of the Utilities category.
There are many gift card sales on eBay, and PPDG is one of the popular vendors of these sales. Coupled with 5x rewards, these deals can be very lucrative.
The hurdle we encounter is that PPDG enforces a vague purchase limit, and stops us from buying too many e-gift cards. Ordinary Paypal transactions don’t have these limits, only e-gift cards bought from PPDG do.
When bumping into PPDG limits, the checkout system won’t tell us what the limits are or even that we bumped into a limit at all. When the error messages begin popping up, it becomes clear that you’ve met your limit.
Verifications
Usually, you can do some Paypal verifications and push through another couple of transactions. Eventually, however, the system will stop processing your e-gift card purchases completely.
The Paypal verification system is somewhat broken, especially for PPDG purchases made on eBay, and you might have to go through the same verification multiple times until it gets accepted.
Pro Tip: Make sure your chosen payment method (INK) is set up as the default payment method, and this will save you one of the verification hoops (you’ll only need two verifications instead of three).
Current Limits
While different people experience varying limits, the most common one we hear is the $250/$400 limit.
You’ll be able to push through up to $250 (or perhaps $300) worth of gift card without needing verification, especially if you split up the purchase into smaller transactions (e.g. three transactions of $80 each).
After that, PPDG will allow another couple hundred dollars worth, up to $400 or $500, by going through the verification process.
A few points to keep in mind:
- The system will reset after 24-hours (exactly) and allow you to purchase another $250.
- The 24-hour reset doesn’t usually work for the $400 limit, only the $250 limit. So if you buy $250 or $400 one day, you should be able to buy another $250 the next day, but probably not $400. After enough days of inactivity, the $400 limit will reset.
- When buying discounted gift cards, it’s the discounted price that counts. For example, you should be able to buy three $100 gift cards for $80 each since the cost of the gift cards altogether is less than $250.
If the system glitches out on you or if you want to try pushing past these numbers, making smaller transactions helps. Consider buying three $100 gift cards in three separate transactions, for example, instead of checking them all out at once.
Just beware that if you have a bonus Bucks offer, there will sometimes be a minimum $50 or $100 purchase threshold to get the bonus.
Direct PPDG
Aside from selling on eBay, PPPD also sells directly on their site paypal-gifts.com. It wouldn’t ever make sense to buy direct if you can buy it from PPDG on eBay since using eBay will yield you eBay Bucks and a shopping portal bonus.
But PPDG/direct purchases still make sense for their sales (here’s an example) or if you find something available directly which isn’t available from PPDG/eBay.
The good news is that PPDG/direct purchases have also been working to get 5x with INK.
The bad news? PPDG/direct also has the same velocity limits as PPDG/eBay. You’ll be able to push through around $250 worth or a bit more with verifications, and then the system will stop further purchases.
To end on a positive note, I recently learned that the limits from PPDG/eBay and PPDG/direct do not combine. You’ll get the $250-$400 limits on each one separately.

Yeah, that should work to trigger 5x. Ink Cash and INK Plus should work, not INK Preferred.
To default your card vs checking account, log into PayPal. The click on settings right which is next to the Log Out in the upper left hand corner. Then click on on Payments. Then click on “Update In-Store Payment Method”.
Not sure if that works for online purchases too. Seems to vary by the Paypal account.

I tried to buy a bunch of BB GCs over the weekend to get 5X on my Ink, but I kept getting nonstop verifications which are a total PITA. A few weeks ago after doing one of the verifications it went straight to order confirmation, and it reverted from Ink to my bank account. If only there was a way to default to Ink instead of my bank account. And I wish PP could get their damn act together.
William, think you’re being far too charitable, kind towards ppdg here…. The problem “we encounter” — speak for yourself. It’s far worse than that. Spouse and I (both with credit scores well into 800’s) are incensed and irate every time we try to use paypal/ebay interface. Sometimes it works on first try, but so d*mn rarely…. You talk about needing to do verification….. well by golly, fancy that…. every time? Jumping through multiple hoops, and getting no rational explanation. (having nothing to do with volume)
Ordinarily have much respect for your credibility in these realms, but you’ve long beeen waaay too kind to ebay/paypal….. Though you do get to the core of the rage out there at least with the Kirk “KHAAAAAN!!!” meme….
I was recently able to buy 9 x $100 gift cards from PPDG on ebay in a single transaction. My method: I empty my ebay cart and make sure I’m logged out of both ebay and paypal. Then, in an incognito window, I access ebay via the southwest rapid rewards shopping portal, and make the purchase as usual. I had 3 verification loops. Each time, I did the phone (not text) verification. I only use ebay for buying gift cards and paypal for paying for them.
an untested hypothesis. this issue might be related to people who have two accounts (personal and biz). feel free to comment to de-bunk my hypothesis. i only say this because once I signed up for a biz account, I am not restricted to $250/d. before i had no real limit. my new biz account still can’t purchase anything from PPDG. i regret messing things up by getting a new biz paypal account (i do sell a lot on ebay hence biz account)
My limit seems to be $300 per day but I noticed recently if I apply Ebay Gift cards to the order before logging into paypal I can get higher amounts through. For example if I have $400 in my cart, then apply $100 in Ebay giftcards, then my subtotal goes to $300 and I can order without the crazy verification loop. As long as the subtotal after applied gift cards is $300 or below for the day it works. (For now). I’m sure they will throw another random roadblock in soon.
I haven’t been able to checkout with paypal on eBay/paypal digital gifts for weeks. “Sorry, we can’t complete your purchase at this time”. Upon calling Paypal, they says it’s their security algorithm not allowing the transaction for whatever reason. The customer service people really have no idea, pretty annoying. But hopefully it fixes itself.
I have the same issue and even for small amounts I have had to call in. The first level always says they cannot override. Then you have to ask for a supervisor and after a long wait like 15 minutes, a supervisor shows up and sometimes helps helps out, but not always (is it really worth it I wonder at times). It appears that some supervisors are aware of the issue as well as how to get around it while some are either unaware or do not want to override it.
I wish there was a way to complain to them – some kind of ombudsman or higher authority that would listen to the complaints sine they seem to have no such checks and balances and you get either level 1 support or level 1+1 supervisor only who are sometimes just as painful.
The best experience I have had was a knowledgable supervisor who said “We are aware of the issue and our engineers are working on it. Meanwhile every time you want to buy GCs, you may have to call in and ask for a supervisor to do the override”. And she also went on to explain that the method to do the override is that she would need to temporarily restrict the paypal account for a minute and then de-restrict it and then you have to clear cookies on your end and re-login to ebay and paypal and then it would go through.
The worst experience was a supervisor trying the same lines as the L1 support: its a security issue that I can do nothing about, try after 36 hours, try with lower amount, try buying other things on ebay for a few days and then try again…none of these have actually worked in my case as I have tried them all.
Appreciate the info, hopefully it will resolve itself. If not I’ll become friends with the folks who man the lines over at paypal.
