Looks like these deals are mostly available out of smaller regional airports with flights in January.

Is there a link? I went to AA’s website and couldn’t find anything about it… or do I have to lookup each possible flight I might be interested in and just see if it happens to be discounted?

No link, you just have to search. On a personal note, I booked flights for my family of 4 for dates in Sept – Oct of 2020. We’re flying RT from PDX > LHR. This was ~2 weeks ago and they were 20k each way for the economy web special. The 34K RT rate is now showing. Bummer, but I’m still happy to have the flights for 40K instead of the usual 60K.

The biz class deal is worthwhile if you want to “treat yourself.” I flew to Rome a couple of Januaries ago on a crazy AA biz class deal and had a great time, including a drive south to the Sorrento area. Good weather and no crowds. You definitely want southern Europe in winter. Redeeming miles for coach travel to Europe tends not be be worthwhile for winter as it’s pretty easy to pick up a $250 to $300 airfare these days, especially from the major cities. Personally, I wouldn’t give them 84K for biz class if I could fly coach for under $300 with the taxes already included. My last NYC to Paris flight was only 6 1/2 hours — you don’t “need” business class for a flight that short. But that’s a matter of personal preference.
