Our Verdict
Nice little discount. I see this on both Chase Offers and Bank Amerideals.

Do we think that this applies to gift card purchases on Amtrak.com? I can’t find anything in the small print to say it excludes gift cards.
I was about to ask the same question. I’m not sure it will work, given that gift card purchases via Amtrak.com are routed through the Cashstar system (amtrak.cashstar.com).
I guess the next best option is to buy a ticket at a price around the maxed out value ($90) and then exchange your ticket for free to a trip you actually want to take (since Amtrak is waiving all change fees for reservations made by October 31, 2022), with any amount remaining issued as a travel voucher.
Of course, the cost of this is the time it will take to make the reservation change (must be done by phone if changing the departure or arrival station) and the fact that any voucher that is issued will expire a year from the date you originally purchased the ticket. Depending on your circumstances, the hassle may not be worth the 10% savings.
I tested and it did work for a gift card. Got the chase offers notification that it cleared yesterday. Too late for now, but maybe next time
