Got the offer through the Message an Agent option in the Help Center online. Used @guest_1944763's message except I specified "purchase APR offers" instead of just "APR offers" (probably didn't make a difference).
Spent maybe 30 bucks entire year on discover, and received the 0% APR offer.
Here's the text in case you also chat.

Just sent a msg on chat via the app "I wanted to know if I have any APR offers on my account". Got 0% APR for one year.
Received 0% offer, but balance transfer fee is 4%.
Chatted with a rep and asked if there were any APR offers on my account. I was offered 0% APR for 12 months.
Got approved for 0% apr for 1 year
Funny, I was just thinking about these offers. With the C1 merger, I really hope that this doesn't go away. I've had 0% w Discover for the past 3+ yrs. C1 is notoriously stingy, though.
