Very YMMV, most people won’t be eligible. Try to use a portal, although the promo code will likely invalidate the portal.
Doesn’t work for me, but as some discussed, maybe that $3 off $3.01 I used just yesterday made me ineligible.

not sure if that promo code is from an old post or not, but my coupon was a very long unique code and specifically said non transferable.

Key part:

So it’s targeted, and you should see a message in your My eBay page if you were targeted.
