Last year it was announced that it would be possible to top off award certificates with up to 15,000 in points. For example if a property costs 65,000 points and you have a 50,000 free night certificate you can use the certificate and add 15,000 points. This feature is now live and the F.A.Q for this can be found here. Seems to be live on the website only, but should be available on the app soon. If you have a free night certificate that can be topped up, you should be given the option when booking.

Is there any way to cash out expiring free night certificates for points?
You need to call them to find out what, if any, options you have. My best guess is that they'd be more likely to possibly extend the certificates a bit than to cash them out for points, but you'll never know until you talk to someone at Marriott.
Can also keep in mind the Amex to Marriott 25% transfer bonus is still live till next month so if need 15k bonvoy points and have Amex balance can transfer 12k Amex membership points to have the 15k bonvoy.
Finally. But unfortunately too late for a booking I was holding at 60k, which now rose to 68k, since the limit is 15k points
15,000 points max? So useless.

Book a better one as you'll find it lacking
Every time i have gone to book with the top off I keep getting an error message and it doesn't complete the booking... anyone else getting this?
Got the same message myself, when either trying to modify a points reservation I had on hold, or trying to book a new one. Chat had an issue attempting to edit the existing reservation, but they had no trouble creating a new one for me, and then canceling the old one.
Why in the hell do they limit the amount of points you can use to top up??
The original idea was to let people pay the difference between the standard and peak price in a given category. That difference is always 15k or less, even though categories are now hidden.

Use up certs at properties you aint going to stay at, use certs at property you want to stay at. Refund certs. Annoying as hell but works...
