[Update](Memo) Walmart To Ban All Manufacture Spending Activities Beginning December 19th

[Update 12/16/20: This comment suggests that it’s mainly the multi-card purchases that were bothersome; it’s possible that using a single card to make a single transaction stores might allow without asking to see card, etc. YMMV, of course.]

[Update 12/14/20: Some were saying this is all the elaborate work of trolling. However, I’ve now heard from enough sources making me confident this is legit.]

Walmart stores are circulating a memo indicating that the stores will no longer allow transactions for the purposes of manufactured spend beginning December 19, 2020.

The memo, pictured below, describes what manufactured spend is, and that Walmart stores will no longer allow it due to the time-consuming nature of these transactions. It’s up to Walmart employees to spot the activity and disallow such transactions.

Reader Sam sent in the above image, and reader b. also tells of seeing the same memo (though they were barred from taking an image), and reader Jonathan sent in this tip as well.

This will affect prepaid card loads, money orders, etc. Anything that appears to the Walmart employees to be for manufactured spend purposes won’t be allowed, according to the memo, which is probably (?) being sent to all Walmart stores nationwide.

This looks to be the final nail in the coffin of the Walmart/MS era. Sad day for many people. If you rely on Walmart, be sure to liquidate everything this week before the ban goes into effect.

I successfully earned Citi Premier bonus rewards yesterday when I purchased a $100 Walmart gift card at the self checkout. My Citi app APPEARS to count it as a purchase so everything SEEMS to be working, at least for Citi Premier MS purposes.

I was able to load a $500 Mastercard MetaBank gift card in one swipe onto my prepaid Bluebird today at Money Center.

Question though. it did not asked for pin so I’m assumming it was run as credit. The cashier was a bit surprised but didn’t say anything. Is that big no-no?

My last successful money order purchase was Dec 18. I tried to get one a couple days after Christmas and got the “Debit Not Available Appr. Code = 01” error. Same customer service rep I’ve gotten money orders from for years and she had no idea why it printed the error. So, looks like it might be hard coded into the registers now, at least at my location. Tried to load $200 on my GoBank card and it was also declined for the same error (I used a different gift card just to make sure my first gift card that I used for the attempted money order purchase didn’t have an issue).

RIP Walmart. It was good while it lasted. This is going to severely affect my MS activities as Walmart was my best option for GC liquidation.

Last year, I was able to use my VISA GC as debit to pay for my Erie insurance (credit card not accepted). However, it did not work this year

Can confirm that $500 VGC loaded just fine at the WM register. However, I was unable to load $500 at money center/customer service (error code 56).
Also, at money center/customer service you can load $100, it doesn’t have to be $99 (I loaded $300 by splitting the tender on 3 cards, $100 on each).

Which VGC card did you reload at the WM register? Do you mean you purchased a WM VGC at the WM register with your CC?

I didn’t reload visa gift card. I moved money form the visa gift card to my prepaid BlueBird.
Purchasing WM VGC with your CC shouldn’t be a problem at all.

what’s the vgc’s first 6#s that u successfully loaded a $100 @ MC?

Ever since mid-late November I was only able to debit $99 each swipe from such VGCs at the MC at my local WMT stores. It pains me now that I can only buy a $395.12 max money order per visit to a WMT MC. The whole MS is now costing too much more effort than before.

Did you do at Self-service check-out register or at regular register (with a WM employee)? Also, how do you load money on BB at register…put the BB card and then the GC and follow the prompts? never done it before ….

Went to load my gobank card this evening with a $200 vgc at the register. It was declined the first swipe, receipt said reason code 01. Tried again with the same card and it went through fine. Anyone know what reason code 01 is? I am wondering if I fat fingered the pin code.

Chris Chris, I had hit code 01 a couple of times a week or two ago. It says debit not available…it thinks card is not activated and hence, call the issuer. But it works on the 2nd attempt. Happy New Year.

Chris With new Amex BB website interface, I am unable to pay bills to new payees…the old ones are ok. How are people taking the money out? ATM withdrawal? Transfer to external bank account? Which route is safer so that they don’t shut down the account? I just got approved for BB bank account (BB Visa). Is it ok to transfer to BB Bank account from Amex BB via BB2BB transfer? Then use BB Visa for Bill Pay (assuming it works) or purchase MO with BB Visa debit card. Would appreciate feedback on this. Thanks

Hey kenpet – yeah, bill pay on the Bluebird site has been broken ever since the November redesign, and it was already having issues when InComm took over the site from Amex. I can’t even pay my pre-update bills with it.
I just transfer the loaded funds to an external account when I know I’ll have a break between reloads. I’ve done this several times since November and InComm hasn’t said anything about it.
I don’t have any personal experience with their Visa bank product, so don’t have any insight there.

Yeah- ACH external transfer is typically a 5 day wait and doesn’t seem to be a transaction limit aside from the 15k monthly, so may be your easiest route, kenpet.
Haven’t used BB checks either, although that’s basically what they do for the bill pay. At one point they didn’t tell Chase which CC to pay, so Chase mailed it to me and it was a bit of a headache getting the check reversed.
