This deal is only for new members. So long as your previous membership expired, you are considered a new member and the deal will work.
If your membership is renewing soon, you might consider opening another Prime membership under a spouse/family-member’s account and locking in the discount that way. (Some have even had success chatting with Amazon and getting buying the $79 rate the coming year with getting a prorated refund on the remaining membership from the year before. YMMV.)
