I think you have it backward. Capitalism created the resort fee.
The service charge has been floating around for decades now somewhere or another. It is not new, nor is it a destination fee. Not condoning the practice, but this is not news. And it is disclosed at time of booking, unlike many resort fees that may not be included in the tax and fees section, nor the Total section.
