Compromises are going to happen. Not if but when. If you start threatening all companies with harsh fines then you’re really only trying to bankrupt small companies as big companies can pay the fines.
People already have to adhere to specific rules (PCI DSS) or face fines. This breach is at the POS level so it’s really more like the Target breach than your average website hack.
