In the following Reddit thread, based on the screenshot in the OP and the post by adlr, I think what T-Mobile means is: a) the code is good for 5 cents off only on Tuesday, and b) if the phone number in your Fuel Rewards account is a qualifying T-Mobile number, you get Gold Status all the time.

So, if you have a qualifying T-Mobile number and it’s Tuesday, you do get a total of 10 cents off (versus 3 cents off that anyone can get with Silver Status).
But if you do not have a qualifying T-Mobile number, and it’s any day other than Tuesday, you get no discount at all from T-Mobile Tuesday.
Yes, I noticed that the discount is now only 5 cents. I have gold status, so I get a big 10 cents for starters where I used to get 15 cents.
