PayPal is really rubbing some salt in the wound here. I was one of the guys that tried out this offer from the beginning. You can see my older post about it in this thread. I did not get the 10% back. No where in my PayPal account showed that I even had the offer saved despite the website saying that I had the offer applied to my account just like everyone else. I had basically just given up on the offer.
It is now Sept. 1st of 2023. My PayPal account now shows that it has a saved offer for 10% back in spending with a limit of 3000 points ($30) limit. The catch is that the offer is shown to be expired with an expiration date of yesterday (August 31st). Like wtf PayPal? What good is now saying that my account had the 10% offer saved, but it is expired so I can’t even use it. For reference, this saved offer only showed up today on Sept. 1st. I know because I was looking at my saved offer yesterday on Aug 31st to see my progress on a different saved offer.
It looks like virtually no one will actually get this. Maybe stick to returnable items.
Haven’t gotten anything after 16 days, definitely targeted.
Even though it shows as added. It doesn’t work for me for a test payment.
I think it said somewhere in the terms that it will take up to 14 days for credit, so it still might show up…
Just like everyone else. I signed up through the link and it said I was enrolled and telling me that I was all set to get 10% back. I refreshed the page and then the page said I wasn’t qualified for the offer. So who knows if the offer is correctly attached to my account or not.
I saw that I had a different Paypal saved offer that was ending in 3 days for $5 back after doing 4 transactions of $50 or more. So I figured why not give it a shot. I did four transactions of $50 on some things that I was going to spend on anyway and that saved offer instantly credited me $5 in paypal points after the 4th transaction. Now I just have to wait and see if I will get credited for the 10% back for the $200 I just dropped. The terms said that the points may take up to 14 business days to be credit. We will see. If I get credited the 10%, then I will drop another $100 before the August 31st end date.

Just giving an update, but it has been 14 days and I did not get credited any 10% back for my purchases. By now, it is safe to say that this is an offer meant for new account signups only.
I also got the $5 for four $50 transactions earlier this week. Then, I made another transaction over $50 which triggered the same offer. So, I’ll finish in a few days and get another $5.
I don’t know for how long this $5 back will continue. The most you get is 2% back, but I’ll take the free money. Haven’t gotten the 10% cashback though, and I also added the offer successfully, which then said I wasn’t eligible.
maybe they changed the term but the wording seems to me that only one eligible purchase will get 10% back

Is this a portal offer through PayPal shopping or just need to check out through PayPal when making purchases somewhere?
I think you just sign up for the offer (if eligible) and then spend $300 on any Paypal purchase/s.
This is a promotion for new users. While it lets existing users think it’s activated by using this link, there’s no sign it has been added and test purchases show it hasn’t been.
If anyone has a datapoints that says otherwise, please let us know. But based on multiple accounts and the way the promo terms are worded this seems to be the case.
Clicked on the link, got the you are all set message, refreshed the page, said wasn’t eligible, then I refresh it again and get the 404 error. Purchased something over $300, no points so far.
The landing page for the second link clearly states that it is an offer for joining Paypal.
